The Learning and Skills (Wales) Measure 2009 sets out the entitlement of learners 14-19 to provide or secure learner support services and to a learning pathway document which indicates:
The first stages of an online Learning Pathway Plan for Key Stage 4 have been developed by the Welsh Assembly Government and Careers Wales Online and are being piloted with a number of schools from a sample of networks. The online Learning Pathway Plan covers the requirements of the Measure and many other elements that will support learners in their learning and includes the following elements:
The online plan has also been designed to assist learners to reflect on their learning and to record and consider the skills they are developing during their studies. A key aspect of any learning is self-reflection and identification of ‘next steps’. This online plan will enable students to consider their learning, identify what they need to do to improve and to record this in a ‘To Do List’. It is envisaged that the online package will be made available to all schools in the summer term 2010 and guidelines will also be made available to schools to assist them in the use of this package as a result of the pilot. It is also envisaged that the online package will be made available for post-16 learners. Reach the Heights ESF Project for 11-19 year olds Learning Pathways 14-19 project Learning Pathways 14-19 are participating in the Reach the Heights Project, an ESF funded project which aims to help raise young people’s skills and aspirations to help them to make the successful transition into employment. The Learning Pathways 14-19 projects will operate under the Routes to the Summit Project Theme 2, which is around raising young people’s skills and aspirations. These projects will support activity in the convergence area only. The Assembly Government will shortly be procuring for activities in three areas: Activity 1 A separate commission for a module for learning coaching for young people not in education, employment or training will be offered under the aligned “First Footholds” project. Activity 2 Activity 3 The commissioning of this activity will take place over a period of time, starting in the New Year and invitation to tenders for the activities will be advertised on the Buy 4 Wales/Sell 2 Wales websites at: www.buy4wales.co.uk and www.sell2wales.co.uk These activities will be offered as tenders to cover the whole convergence area represented as a cluster grouping below:

Qualifications and Learning Division The Qualifications and Learning Division (QLD) in DCELLS has recently moved out of their Womanby Street (Cardiff) offices. QLD’s main office is now at Tŷ’r Afon, Bedwas Road, Bedwas, Caerphilly, CF83 8WT. QLD focus on regulating all general, vocational and skills qualifications outside Higher Education as part of a three country framework with England and Northern Ireland. In addition, they advise on how qualifications may impact on learning matters. Responsibilities QLD are responsible for the statutory regulation of the qualifications in Wales, ensuring that they meet national standards as well as social and economic needs. This includes the recognition of awarding organisations and accrediting and monitoring qualifications, including assessment and awarding procedures. These processes are frequently conducted jointly with England and Northern Ireland. QLD also seek to ensure access for candidates with particular needs and to support for provision of Welsh medium qualifications. In addition, they are responsible for taking forward the development of the Credit and Qualifications Framework for Wales and the Welsh Baccalaureate Qualification. Contact: |

Careers Wales Online Working in partnership with the Welsh Assembly Government, Networks and schools, Careers Wales have made significant improvements to its website www.careerswales.com this academic year, to support the use of the Year 9 Options system, and the Learning and Skills (Wales) Measure 2009. 147 secondary schools have been trained so far, with 98 schools having already created a Free Choice Survey or Options programme successfully and 1796 year 9 pupils having successfully logged-in. This is a great achievement for the website and a commendable effort of all stakeholders involved in the project. To support schools in meeting the Measure, Careers Wales are pleased to announce that their online system now has the new facility for schools to enter their KS4 Local Curricular offer. To make this process as simple as possible, a live report can be simultaneously run so that schools can monitor their progress at each step of the way, giving greater flexibility and control over the process. Youth Support and Learning Support Services Consultation Update The Welsh Assembly Government has developed joint statutory guidance for Youth Support Services and Learner Support Services, which has been issued for public consultation. The guidance updates the existing guidance for youth support services, contained within Extending Entitlement: Supporting Young People In Wales (2000), and provides statutory guidance for the Learning and Skills (Wales) Measure 2009, relating to the Individual Learning Pathway Document, wider learning as part of the Learning Core and Learner Support Services, comprising learning coaching, personal support and careers information advice and guidance. The rationale for issuing joint guidance is that both youth and learner support services have the same objectives, namely assisting young people to participate effectively in education or training; to take advantages of opportunities for employment; or to participate effectively and responsibly in the life of their communities. In relation to youth support services the Learning and Skills Act 2000 places a duty upon local authorities to provide, secure or participate in the provision of such services, while the Learning and Skills (Wales) Measure 2009 places the same duty to provide learning support services on the governing bodies of schools and further education institutions. The consultation period runs between 9 December 2009 and 31 March 2010. The Assembly Government is keen to encourage all involved with or who have an interest in youth and/or learner support services to engage in the consultation process. This is an opportunity to influence the final guidance, which will be issued early in the new financial year. The Partnership Support Unit of the Welsh Local Government Unit is assisting the Assembly Government with the running of three regional consultation events, primarily intended for the Coordinators and members of the Children and Young People's Partnerships and 14-19 Networks. Further information on the events including dates and venues will be forthcoming from the PSU, which will shortly be writing directly to CYPP Coordinators and 14-19 Network Coordinators. It is hoped that these events will act as a catalyst for local Partnership and Network events to ensure that as many people as possible are able to discuss the guidance and feedback. The Assembly Government, however, equally welcomes individual responses and all responses reviewed will be taken into account in deciding the final guidance. Mae Llywodraeth Cynulliad Cymru a Gyrfa Cymru Ar-lein wedi datblygu camau cyntaf Cynllun Llwybr Dysgu ar-lein ar gyfer Cyfnod Allweddol 4 ac maent yn cael eu treialu gan nifer o ysgolion allan o sampl o rwydweithiau. Diweddariad am yr Ymgynghoriad ar Wasanaethau Cymorth Ieuenctid a Chymorth Dysgu Mae Llywodraeth Cynulliad Cymru wedi datblygu canllawiau statudol ar y cyd ar gyfer Gwasanaethau Cymorth Ieuenctid a Gwasanaethau Cymorth Dysgu, ac mae’r rhain wedi eu cyhoeddi ar gyfer ymgynghoriad cyhoeddus. Mae’r canllawiau’n diweddaru’r canllawiau presennol ar gyfer gwasanaethau cymorth ieuenctid sydd yn rhan o Ymestyn Hawliau: Cynorthwyo Pobl Ifanc yng Nghymru (2000) ac mae’n cynnig canllawiau statudol ar gyfer Mesur Dysgu a Sgiliau (Cymru) 2009 mewn perthynas â’r Ddogfen Llwybrau Dysgu Unigol, dysgu ehangach sydd yn rhan o’r Craidd Dysgu a Gwasanaethau Cymorth Dysgwyr, yn cynnwys annog dysgu, cymorth personol a chyngor a chanllawiau ynglŷn â gwybodaeth am yrfaoedd.
