I am delighted that the proposed Learning and Skills (Wales) Measure 2008 received the support of the Assembly to proceed to the next stage. This reflects the strong approval that the principles of the proposals have received across such a range of Welsh organisations, including teaching unions, Head teachers organisations, Fforwm, WLGA and Estyn.
The proposed Measure has been subject to rigorous and professional scrutiny. I have valued engaging in discussion with professionals and with Assembly Committee members and I would like to thank you all for your contribution to that engagement.
I am confident that the vast majority of providers are very well placed to provide the range of options to which they have committed themselves from next September. This view is supported by very recent information received. Many schools will out-perform the minimum to which they are committed. This is, I believe, very much to the credit of the sector.
Nevertheless, the statutory implementation of this part of the Measure, in September 2009, places a burden on some parts of the system which can be mitigated.
I announced in Plenary yesterday that I intend to proceed on a non-statutory basis for 2009/10, with statutory implementation of this aspect of the Measure following from 2010/11. The overall implementation timetable will remain with full implementation in September 2012.
Each local authority has already agreed to be placed within one of three bands. For each band, an incremental minimum number of learner choices has been set out. The following table illustrates the minimum number of learner choices based on the revised implementation date for September 2010.
