Foreword from the Minister

Picture and signature of John Griffiths AM, Deputy Minister for SkillsI have great pleasure in introducing this first Learning Pathways 14-19 eZine newsletter, which will become a regular feature in the education and training sector. The purpose is to provide updates covering the implementation and roll out of Learning Pathways 14-19.

What works best for young people has guided our development of the distinctive Learning Pathways 14-19 programme in Wales. This has been a partnership, led by the Welsh Assembly Government but driven by those who are implementing it – practitioners and young people themselves.

A partnership

The heart of Learning Pathways is the flexibility to meet the needs of every learner through an individual learning pathway and we are in a unique position to offer our young people far more choice, together with specific support that learners have not had in the past. With the support of all partners there is now a real chance to broaden options for our young people.

A powerful package

The secret of success in Learning Pathways 14-19 is the commitment to equality of opportunity and social justice built into the six key elements.

This will help us all to meet our aspirations towards learners who are disadvantaged as much as our high-flyers. All learners are entitled not just to a wider choice in their formal learning, but to wider experiences and activities, and to support, so that all our young people can achieve their potential. This is a powerful package.

Commission Briefs

In October 2007 the Welsh Assembly Government commissioned several projects to help take forward the Learning Pathways 14-19 agenda. On 20 October 2008 a dissemination event took place to report back to all Networks on the outcomes of these commissions.

Cross Border Collaboration

Development of a toolkit covering the following elements:

  • Curricular models for collaboration to put in place 14-16 and 16-19 curriculum
  • Assessment of the strengths and weaknesses of the models
  • Implications of travelling and timetable issues
  • Local and generic models.
  • Use of IT – Video Conferencing and VLE
  • Quality Assurance across institutions

Learning Coach

Development of a NEET Strategy for Carmarthenshire which has now brought closer links with schools together with a shared year 11 leavers list.

Welsh Medium

A project investigating students attitudes towards the use of the welsh language – conduced at some Welsh medium and bilingual schools in Carmarthenshire and Powys. Further recommendations in developing an awareness programme.

Development of a Toolkit

A toolkit that can be used by schools, colleges and work based learning providers to deliver key skills to a learner during work focused experience.

Learning Coach

Support for NEET young people aged 14-19 in Cardiff and the Vale of Glamorgan. The project was to re-engage NEET young people aged 14-19 into positive pathways by providing intensive personal support and co-ordinating individually funded flexible provision for each young person to help address a wide range of issues which might be barriers to moving forward.

Communications

Development of Moodle as an E-Learning platform across the Wrexham Network. Moodle now supports work based learning/pupil support/ all Secondary Schools/Colleges and the Advisory Team through a central E-Learning portal site. Developments to support communications across the network are co-ordinated through mychoicewrexham.com

Learner Tracker

Wrexham has undertaken work associated with Personal Information Sharing Protocols and Learner Tracking. They have also sort legal advise to overcome some of the issues relating to Data Protection. As a result of the work undertaken they have produce protocols for Information Sharing and Guidance for 14-19 Networks which will be hosted on the Wrexham 14-19 Moodle website. Within the commission they have identified issues that have prevented them from being able to track learners across different learning setting as they have been unable to use any unique identifiers for learners. This work is continuing to be developed.

Learning Coaches of Wales

Two important reports published

Both the Executive Summary and Full Report “The Learning Coaches of Wales”, compiled by Professor Danny Saunders of the University of Glamorgan on behalf of the Welsh Assembly Government, are now available. The reports represent the findings of detailed research into the first cohort to complete Learning Coach training in Wales, including surveys and case studies of the coaches and their learners, and should be of interest to all involved in education within the 14–19 range.

Recommendations

Our developing strategy for implementing the Learning Coach function has taken account of many of the recommendations set out in this report, in partnership with Professor Saunders and with 14–19 Networks across Wales. Learning Coach Support will be available for all 14–19 year olds learners over the next four years as the requirements of the proposed Learning and Skills (Wales) Measure are implemented.

Emphasis on support

The entitlement to Learning Coach support – as a function, rather than an individual coach – is one of the six key elements of Learning Pathways policy in Wales. We believe this emphasis on support for learning as an entitlement for all 14-19 year olds learners is unique to Wales.

This report forms an important record of this distinct development.

The Welsh Assembly Government is committed to transforming educational opportunities for all young people with the introduction of Learning Pathways 14–19 into schools and colleges across Wales.

Learning Pathways 14–19 is an exciting initiative, providing our young people with a greater variety of courses and learning options than ever before.

The strategy is now in the process of being implemented, and while much work still needs to be done, significant progress has been made. A Learning Pathways 14–19 marketing look and feel has been produced, key messages developed and a campaign logo designed.

In order to build high awareness of Learning Pathways 14–19 across Wales, it is important that everyone involved in promoting, implementing or delivering Learning Pathways 14–19 has a clear understanding of the initiative.

Encourage it. Support it. Promote it.

To support you in the promotion of Learning Pathways 14–19 we have published a comprehensive design and marketing guide. It features everything you need to know about the promotion of Learning Pathways 14–19, including how to implement the look and feel.

Careers Wales Online

Careers Wales Online is at the core of the Welsh Assembly Government’s skills development and e-government agenda and ‘Team Wales’ partners are encouraged to work with Careers Wales to develop the site in a way that meets shared goals

Everything you need

Current features include information on how to get started in over 600 different career areas, a database of courses and training opportunities across Wales, a CV writing Wizard, job and training vacancies for 16-19 year olds, links to other careers related websites and tips on career decision making and planning.

Recent developments include Learning Choices within Careers Wales Online, (careerswales.com), being extended to support post 14 opportunities within Learning Pathways 14-19. Offering an innovative way of delivering wider educational choice and flexibility throughout Wales by allowing learners, where schools are participating, to make Key Stage 4 choices online and save them into their own Individual Learning Plan. Schools are able to use the online system to manage their options process through live reports on learner choices.

Local Curricula Database

Careers Wales Online is currently working with the Welsh Assembly Government’s Learning Pathways 14–19 team to develop an auditing database. This database will assist Networks to co-ordinate their local curricula and the minimum requirements set out in the proposed Learning and Skills (Wales) measure.

Case Study 1:
Sharing good practice…

Joined up thinking in North Powys

Given that there was little, if any, curriculum co-operation between North Powys schools prior to 2007, this initiative represents an important collaborative step for all three schools. As a direct result meetings were held in the summer term 2007 between senior staff at all three schools to co-ordinate timetable issues, discuss teacher travel arrangements and manage course budgeting issues the success of the Hospitality and Catering course prompted the schools involved to collaborate on other curriculum initiatives which will lead to:

  • additional vocational provision in the 14-19 pathway in North Powys
  • the production of more effective links between partner schools and local businesses.
  • the expansion of breadth of pupil Options
  • the expansion of Learning Provider networks in North Powys

Given the geographically diverse locations of the schools, it was deemed impractical to transport pupils in significant numbers between institutions: instead it was decided that the most effective, efficient method would be to appoint one teacher to deliver the course in the three institutions.

The pupils’ learning experiences were enriched though contact with the local community and the local business community. For example:

  • a link with the local nursing home involved all pupils in organising a Christmas event for the residents
  • the manager of a local hotel, The Royal Oak, came in to work with the pupils.
  • activities to celebrate Welsh culture formed part of the plans for the March 2008 Eisteddford celebration

Case Study 2:
Excellence in e-learning

Supporting the 14–19 Learning Pathways agenda

The GRe (Excellence in e-learning Centre) was established in September 2007 in order to create a learning network across the area to provide high quality bilingual e-learning to support the Learning Pathways 14-19 agenda in Gwynedd and Anglesey.

The centre is supported through the 14-19 Network by the Welsh Assembly Government.

The ICT provision is based in Maesincla Technology Centre in Caernafon. This unit has developed a wide range of services to support the use of ICT in schools. The types of e-learning services currently offered include:

  • Training and workshops on the use of software for school administration and teaching staff.
  • Producing innovative e-learning web-based resources by a team of experts.
  • Advisory support for teachers and advising schools o up to date materials for curriculum delivery.

The project draws on all providers in the area in order to plan and develop e-learning in its broader sense. This year resources will be produced in the following areas:

  • AS Religious Studies.
  • AS Psychology.
  • AS Sociology.
  • Child Care and Education (CACHE) at level 2.
  • Interactive Media at level 2.

All the interactive units are presented on line and contain notes, class questions, examination and assessment resources in addition to a range of multimedia resources (animations, videos and other interactive activities).

All the units have been written by experienced teachers and lecturers and every unit is available through NGfL Cymru (www.ngfl-cymru.org.uk).

Units for the above subjects will also be produced and placed within a VLE (where a school or college can add their own activities).

Harnessing the expertise of teachers and lecturers

www.thesprout.co.uk

An innovative and exciting Information and Advice website serving the young people of Cardiff.

It has long been recognised that there is a need to develop impartial information and advice on a range of support services available to young people. In Cardiff we have taken a multi-agency approach led by the Cardiff 14-19 Learning Pathways team and the Children and Young People’s Partnership.

We hope that this website will engage young people at a variety of levels – it will attract them to the events and activities taking place across the city, encourages the Learner Voice in a more informal setting and provides a vast amount of information to support young people at point of need – so will be a useful resource for our Learning Coaches that are working with our young people in the city.

Attractive and engaging

We have commissioned Promo Cymru to develop a website to help fulfil the identified need to provide information to young people in an attractive and engaging format. Research has indicated that a dry information site fails to attract young people and so theSprout www.thesprout.co.uk has been designed to be attractive and interactive for young people.

The site was born in October 2007 and has been systematically modified and improved over the past 12 months as a direct result of feedback and evaluations from young people in a variety of settings and from a young people’s user group.

Young editors

The contract for the web development of theSprout is managed by the Cardiff Children and Young People’s Partnership’s information officer. The CYPP have direct oversight of the content of the website so that pictures, photographs videos, news articles, comments etc. are quality controlled. An editorial board of young people has been created in order that the content and information on organisations providing services for young people meets the requirements of all young people across the city.

The team is now engaged in creating user groups in all 22 high schools, the 3 FE colleges and the 23 youth centres across the city to provide as broad as possible contact with the 14-19 age group.

Mae Crynodeb Gweithredol ac Adroddiad Llawn “Anogwyr Dysgu Cymru”, a luniwyd gan yr Athro Danny Saunders o Brifysgol Morgannwg ar ran Llywodraeth Cynulliad Cymru, ar gael bellach. Mae Llywodraeth Cynulliad Cymru wedi ymrwymo i drawsnewid cyfleoedd addysgol i bob person ifanc drwy gyflwyno Llwybrau Dysgu 14-19 mewn ysgolion a cholegau ledled Cymru.

Mae Llwybrau Dysgu 14-19 yn fenter gyffrous sy'n rhoi gwell amrywiaeth o gyrsiau a chyfleoedd dysgu nag erioed o'r blaen i'n pobl ifanc.

Er mwyn eich helpu i hyrwyddo Llwybrau Dysgu 14-19, rydym wedi cyhoeddi canllaw dylunio a marchnata cynhwysfawr. Mae'n cynnwys y cyfan y mae angen i chi ei wybod am hyrwyddo Llwybrau Dysgu 14-19, gan gynnwys sut i roi'r ddelwedd ar waith.

Rydym wedi llunio cyfres o logos ar gyfer yr ymgyrch Llwybrau Dysgu 14-19 mewn llawer o wahanol fformatau i'n partneriaid eu defnyddio.

Gyrfa Cymru Ar-lein

Mae Gyrfa Cymru Ar-lein wrth galon agenda datblygu sgiliau ac e-lywodraeth Llywodraeth Cynulliad Cymru ac anogir partneriaid ‘Tîm Cymru’ i weithio gyda Gyrfa Cymru i ddatblygu'r wefan mewn ffordd sy'n bodloni nodau a rennir.

Y cyfan sydd ei angen arnoch

Ymhlith y nodweddion presennol mae gwybodaeth am sut i ddechrau mewn dros 600 o feysydd gyrfa gwahanol, cronfa ddata o gyrsiau a chyfleoedd hyfforddi ledled Cymru, rhaglen ysgrifennu CV, swyddi gwag a chyfleoedd hyfforddi ar gyfer pobl 16-19 oed, dolenni i wefannau eraill sy'n ymwneud â gyrfaoedd a chynghorion ar wneud penderfyniadau ynghylch gyrfa a chynllunio gyrfa.

Mae datblygiadau diweddar yn cynnwys ehangu Dewis Dysgu yn Gyrfa Cymru Ar-lein, (gyrfacymru.com), i gefnogi cyfleoedd ôl-14 o fewn Llwybrau Dysgu 14-19. Cynnig ffordd arloesol o ddarparu dewis a hyblygrwydd addysgol ehangach ledled Cymru drwy alluogi dysgwyr, lle bo'u hysgolion yn cymryd rhan, i wneud dewisiadau Cyfnod Allweddol 4 ar-lein a'u cadw yn eu Cynlluniau Dysgu Unigol. Mae ysgolion yn gallu defnyddio'r system ar-lein i reoli eu hopsiynau drwy gael adroddiadau byw ar ddewisiadau dysgwyr.

Cronfa ddata Cwricwla Lleol

Ar hyn o bryd mae Gyrfa Cymru Ar-lein yn gweithio gyda thîm Llwybrau Dysgu 14-19 Llywodraeth Cynulliad Cymru i ddatblygu cronfa ddata archwilio. Bydd y gronfa ddata yn cynorthwyo Rhwydweithiau i gydlynu eu cwricwla lleol a'r gofynion sylfaenol a nodir yn y mesur dysgu a sgiliau arfaethedig.

Meddwl cydgysylltiedig yng Ngogledd Powys

O ystyried nad oedd llawer o gydweithio mewn perthynas â'r cwricwlwm, os o gwbl, yn digwydd rhwng ysgolion Gogledd Powys cyn 2007, mae'r fenter hon yn cynrychioli cam cydweithredol pwysig ar gyfer pob un o'r tair ysgol. O ganlyniad uniongyrchol, cynhaliwyd cyfarfodydd yn nhymor yr haf 2007 rhwng uwch staff ym mhob un o'r tair ysgol i gydlynu materion amserlen, trafod trefniadau teithio athrawon a rheoli materion yn ymwneud â chyllidebau cyrsiau. Anogodd llwyddiant y cwrs Lletygarwch ac Arlwyo yr ysgolion dan sylw i gydweithio ar fentrau cwricwlaidd eraill a fydd yn arwain at:

  • ddarpariaeth alwedigaethol ychwanegol yn y llwybr 14-19 yng Ngogledd Powys
  • creu cysylltiadau mwy effeithiol rhwng ysgolion partner a busnesau lleol
  • ehangu cwmpas Opsiynau disgyblion
  • ehangu rhwydweithiau Darparwyr Dysgu yng Ngogledd Powys

O gofio lleoliadau daearyddol amrywiol yr ysgolion, nid oedd yn ymarferol cludo niferoedd sylweddol o ddisgyblion o un sefydliad i'r llall:

yn hytrach, penderfynwyd mai'r dull mwyaf effeithiol ac effeithlon fyddai penodi un athro i gyflwyno'r cwrs ym mhob un o'r tri sefydliad.

Cyfoethogwyd profiadau dysgu'r disgyblion drwy gyswllt â'r gymuned leol a'r gymuned fusnes leol. Er enghraifft:

  • roedd cysylltiad â'r cartref nyrsio lleol wedi golygu bod yr holl ddisgyblion wedi trefnu digwyddiad Nadolig i'r preswylwyr
  • daeth rheolwr gwesty lleol, y Royal Oak, i weithio gyda'r disgyblion.
  • roedd gweithgareddau i ddathlu diwylliant Cymru yn rhan o'r cynlluniau ar gyfer dathliad Eisteddfod mis Mawrth 2008

Rhagoriaeth mewn e-ddysgu

Cefnogi agenda Llwybrau Dysgu 14-19

Sefydlwyd y Ganolfan Rhagoriaeth mewn e-ddysgu ym mis Medi 2007 er mwyn creu rhwydwaith dysgu ar draws yr ardal i ddarparu e-ddysgu dwyieithog o safon i gefnogi agenda Llwybrau Dysgu 14-19 yng Ngwynedd ac Ynys Môn.

Cefnogir y ganolfan drwy'r Rhwydwaith 14-19 gan Lywodraeth Cynulliad Cymru.

Mae'r ddarpariaeth TGCh wedi'i lleoli yng Nghanolfan Dechnoleg Maesincla yng Nghaernarfon. Mae'r uned hon wedi datblygu ystod eang o wasanaethau i gefnogi'r defnydd o TGCh mewn ysgolion. Mae'r mathau o wasanaethau e-ddysgu a gynigir ar hyn o bryd yn cynnwys:

  • Hyfforddiant a gweithdai ar ddefnyddio meddalwedd ar gyfer staff gweinydd ac addysg mewn ysgolion.
  • Cynhyrchu adnoddau e-ddysgu arloesol ar y we gan dîm o arbenigwyr.
  • Cymorth ymgynghorol ar gyfer athrawon a rhoi gwybod i ysgolion am ddeunyddiau cyfredol ar gyfer cyflwyno'r cwricwlwm.

Mae'r prosiect yn defnyddio'r holl ddarparwyr yn yr ardal er mwyn cynllunio a datblygu e-ddysgu yn ei ystyr ehangach. Eleni cynhyrchir adnoddau yn y meysydd canlynol:

  • UG Astudiaethau Addysg Grefyddol.
  • UG Seicoleg.
  • UG Cymdeithaseg.
  • Gofal ac Addysg Plant (CACHE) ar Lefel 2.
  • Cyfryngau Rhyngweithiol ar lefel 2.

Cyflwynir pob un o'r unedau rhyngweithiol ar-lein ac maent yn cynnwys nodiadau, cwestiynau dosbarth, adnoddau arholiadau ac asesu, yn ogystal ag amrywiaeth o adnoddau amlgyfrwng (animeiddiadau, fideos a gweithgareddau rhyngweithiol eraill).

Ysgrifennwyd pob un o'r unedau gan athrawon a darlithwyr profiadol ac mae pob uned ar gael gan GCaD Cymru (www.gcad-cymru.org.uk).

Caiff yr unedau ar gyfer y pynciau uchod eu cynhyrchu a'u rhoi mewn Amgylchedd Dysgu Rhithwir (VLE) hefyd (lle gall ysgol neu goleg ychwanegu eu gweithgareddau eu hunain).

Gwefan Wybodaeth a Chyngor arloesol a chyffrous sy'n gwasanaethu pobl ifanc yng Nghaerdydd.

Cydnabuwyd ers tro fod angen datblygu gwybodaeth a chyngor diduedd am ystod o wasanaethau cymorth sydd ar gael i bobl ifanc. Yng Nghaerdydd rydym mabwysiadu dull gweithredu amlasiantaeth o dan arweiniad tîm Llwybrau Dysgu 14-19 Caerdydd a'r Bartneriaeth Plant a Phobl Ifanc.

Gobeithiwn y bydd y wefan yn ymgysylltu â phobl ifanc ar lefelau amrywiol - bydd yn eu denu i'r digwyddiadau a'r gweithgareddau a gynhelir ar draws y ddinas, yn annog Llais y Dysgwr mewn ffordd lai ffurfiol ac yn rhoi llawer iawn o wybodaeth i gefnogi pobl ifanc lle bo'i hangen - felly bydd yn adnodd defnyddiol ar gyfer ein Hanogwyr Dysgu sy'n gweithio gyda'n pobl ifanc yn y ddinas.

Deniadol a diddorol

Rydym wedi comisiynu Promo Cymru i ddatblygu gwefan i helpu i ddiwallu'r angen a nodwyd i roi gwybodaeth i bobl ifanc mewn fformat deniadol a diddorol. Mae gwaith ymchwil wedi nodi nad yw gwefan wybodaeth diflas yn denu pobl ifanc ac felly cynlluniwyd theSprout www.thesprout.co.uk i fod yn ddeniadol ac yn rhyngweithiol i bobl ifanc.

Crëwyd y wefan ym mis Hydref 2007 ac mae wedi'i haddasu a'i gwella'n sylweddol yn ystod y 12 mis diwethaf o ganlyniad uniongyrchol i adborth a gwerthusiadau gan bobl ifanc mewn amrywiaeth o leoliadau a grŵp defnyddwyr o bobl ifanc.

Golygyddion ifanc

Caiff y contract ar gyfer datblygu gwefan theSprout ei reoli gan swyddog gwybodaeth Partneriaeth Plant a Phobl Ifanc Caerdydd. Mae'r Bartneriaeth yn goruchwylio cynnwys y wefan yn uniongyrchol fel y gellir rheoli ansawdd lluniau, ffotograffau, fideos, erthyglau newyddion, sylwadau ac ati. Sefydlwyd bwrdd golygyddol o bobl ifanc fel bod y cynnwys a'r wybodaeth am sefydliadau sy'n darparu gwasanaethau ar gyfer pobl ifanc yn bodloni gofynion pob person ifanc ar draws y ddinas.

Mae'r tîm bellach yn creu grwpiau defnyddwyr ym mhob un o'r 22 ysgol uwchradd, y tri choleg AB a'r 23 o ganolfannau ieuenctid ar draws y ddinas i gael cyswllt mor eang â phosibl â'r grŵp oedran 14-19.
